Ravik's knowledge of the Order.

If you look at the ranks of the Disciples, you'll see the Magistrate rank is reserved for members of the Order of Apatite.

They are composed of six Magistrates officially, and serve as an inner circle or personal guard to The Voice. They often accompany him, rarely being separate to their leader, but sometimes one or a few of its members are sent off on personal missions. Ravik has heard mumblings that a few gem dragons answer to the Order directly, and Tural or Wavvel might be among those.

Regarding dragons being on duty, he knows that gem dragons are gatekeepers, much like what you have heard about Seradez' ancient duty. They watch over the borders between planes, doing their best to prevent incursions or unwanted openings from appearing, as well as guarding existing portals. So most of them are essentially always on duty.
