Council of Oteon

After the first generation of founding dwarves, the internal conflict between their many Houses was nearly great enough to cause instability in the construction process. After much deliberation, and none of the families managing to rise above in public support, Oteon's system of Governance was established.

One Monarch would sit on the throne, elected by the Population and sitting Council after the previous monarch reaches a certain age; the previous monarch is expected to train the monarch-elect, guiding them through the political and economic roads to administering their empire.

Their role as a monarch-elect, and not member of the Council, is almost symbolic, as they hold equal power as any other member of the Council- members of diverse sectors of Oteon's society.

Beyond that, the Lezer family, partially responsible for the administration and magical research during the establishment of Oteon, has positioned themselves as direct Right Hands of the Monarch-Elect, working directly in arcane research at the city, beyond observing the maintenance of Likyon, the local magical school.
