The craftsman behind the creation of at least 'some' of the Filamine being peddled to the GMEC workers in Nayora.
His face was identified by Riga using the Owner's Visage Ritual. Trying to localize him, however, failed.

Real Name: Yosef Blatt

He was born in Oteon, to a family of human nobility that established itself through marriage into a dwarven family. The dwarves had been in Oteon since right after its founding, and seem to have helped in building the city up. The human side, however, appears to have been a much later arrival, having risen up to notoriety through innovations on some of Oteon's first 'advanceed' cactus and lizard farms.
This was way before Yosef's time, however. There's records of him being born some time in the last century. Judging by the picture, he might have been twenty to thirty in it, so he would be ~90 years old today. Yosef attended the Pewter Crucible, an academy of Alchemy in Oteon. It no longer exists, having been absorbed by other Katyan institutes of magical learning a few years after his graduation. Yosef developed his method for limb reattachment shortly after this, and some reports seem to indicate he tried to use it to fund the academy's return. The lack of practical application of his method says everything you need to know about that hope.
Yosef disappears from the public consciousness and records after that. Riga catches something about the Blatt family dissolving under debt, the loss of promising youth, and then something about a rich young man setting up shop somewhere north of Lavon. There's no real mentions of his exact age, appearance, or how he got his riches, but the description of a white mask that covered his face, something he claimed was 'an act of repentance towards the Gods', as well as the fact he was the owner of the 'Serwimus Mine, later known as the host to the Howling Pit disaster' makes everything click.
That rich young man, suspiciously, disappeared after the disaster, his estate abandoned as if raided by angry robbers wielding pickaxes.
- One last note. Weirdly enough, the mention of the abandoned home and Yosef's link to it are very obviously disconnected to any mentions of the Howling Pit, like someone tried to disconnect the two.
