So, there's a key difference between kobolds and dragonborn. Dragonborn were created accidentally from the intertwining of spilled dragon blood and a mass of fallen humanoids.
Kobolds were ritually created by chromatic dragons in an attempt to replicate dragonborn.

Kobolds are as varied as lizards and dragons, taking on various appearances. From serpentine to gecko-like or even in the case you saw, kind of reminiscent of sharks.

Zazzkrak is weird. It's like he is a mix between dragonborn and kobold, but you can't understand how he reached that point if not by some meddling. There is a chance that Zazzkrak has been experimented on or otherwise tampered with during his growth. That or he's just an exceptional kobold specimen. The presence of sorcery also isn't unprecedented among kobolds. Many, especially those with close ties to a dragon, end up manifesting some level of magic.

Insight check: It seems like he led a life of frustration at his predicament. That little speech he gave ravik when you were whispering to him was pretty on point. He wants to make his people strong enough that they don't need to rely on anyone ever again, and the way he noted down the losses on his journal points to caring about those people. But he clearly fell for the cultists' honeyed promises, even if he's seeing the truth now.
