Filamine
It appears to be a mixture of powdered Bluetrench (or very pure) Filocite and more common Filocite. Riga has heard of mages... Inhaling such mixtures before, for various supposed effects, but the downsides to one's body and eventually mind do not outweigh the benefits. This is a magical drug, essentially.
Its effects vary from one individual to another. It might empower one's spells for a very short period with dangerous feedback, replenish some spent magic, enhance their focus or, especially in those without access to spellcasting, keep one awake and active like some kind of super coffee. What is certain, however, is that it absolutely wrecks one's lungs, nasal cavities, and cognitive abilities, as well as being very quickly addictive.
It has a lot of street names, from Magebane to Fadedust, "Moth-powder" or "Smell o' Weave". In more sterile environments, however, it may be referred to as Filamine.

Ravik's experience on a tiny bit of the drug
Effect: Ravik regains his Stone Rune and Giant's Might. Additionally, he has advantage on Investigation checks for the next two hours, but is slightly jittery, like he just took too much coffee all at once.
Physical sensation of drug: Feels like pop rocks on the tongue... in world explained as small fire bugs that Ravik would chew with his clan when he was a kid.
After effects: Tiredness.
