Treaty of Flames

The Treaty of Flames refers to the blood-bound document produced and signed by the first members of the Council of Threadbearers. It officialized their claim to the land, and the initial division of political power and influence amongst them and their successors. Through the Treaty, no more Academies may be constructed, no more than five Deans may ever exist.
