Tural

He is supposedly somewhere on the Material Plane.

The child is host to a scale of Tural's. The Cult of the New Dawn in The Howling Pit was attempting a ritual to severe the connection.

From Ravik's Recollections:

An ancient sapphire dragon who is rumored to have worked with the disciples. He was one of Sardior's first dragons. And if i don't remember wrong he hasn't been seen in centuries. Since just after the Draconic wars. His name was Aerio-Tural

Aerio-Tural is an ancient sapphire dragon that is said to have worked alongside the Ruby Disciples a few times in the past. He was one of Sardior's first creations, and has not appeared in any official sightings since a few decades after the end of the Draconic Wars. Being a gem dragon, this 'shard' could be anything from a scale, a horn, or worst of all, a piece of his ruby heart if the dragon is dead instead of simply in hiding or seclusion.

She does know that Gem dragons can sometimes splinter into what's known as a Draconic Shard, though that typically should only happen upon death.

Typically a gem dragon turning into a Draconic Shard means that the dragon's whole essence animates a part of them.

She also knows that a Draconic Shard should grant its wielder particular powers, which Daenur hasn't necessarily displayed. The Shard could be dormant, or it could not be a proper Draconic Shard.

If it were a proper shard, it would essentially count as an Undead creature, so yes. But it also does not sound impossible that the Shard of a powerful Sapphire dragon would be able to block any such communications at will.

In the night between June 24th and June 25th, Tural's Shard was extracted from Daenur Rumneal in the The Library-Museum in Nayora. The Shard of Tural blessed the group, after being an ass, and:

Riga also suspects that the Shard may have been touched by The Far Realm, based on:

[Arcana 30]

On the Sphere:

Yeah, Riga figures out that the armillary sphere itself is not part of the Splinter.

Often, Draconic Shards attach themselves to an object— a sword, amulet, staff, bracelet— so it is safe to assume Riga and Liviina have been, without direct study of the object, assumed this was the case.

However, studying the sphere— its rings, the bone, the silver especially, Riga finds a series of runes. Draconic, but especially Deep Speech, marked in the soft silver that nothing can scratch. The bone fuses to metal and cradles the sapphire strangely.

Symbols of abjuration jump out the most. Nondetection on the sapphire itself, a focusing of magic to and from the sapphire, and even a light form of a Feeblemind-esque effect cast into the Splinter that weakens Tural. Riga suspects the attunement weakened these limitations, but now— especially with the sapphire Splinter diminished— those are coming back into effect.

Most importantly, the abjuration effects include a sort of teleportation dampener as a way to prevent the Splinter from attempting to fly off should it empower itself somehow. It shouldn't affect low-distance teleportation, but anything Dimension Door or above would trigger unexpected effects that grow in power based on the magic used. Like serrated manacles that hurt the more you lash out.
